新农村建设背景下的河南省“区域城镇”模式探讨

借鉴工业化国家战后城镇化过程中所表现出的新特点和暴露出的问题,指出城镇化模式因城镇化水平而变,忽视农业和乡村发展如何与工业化和城镇化相伴而进的城镇化,代表的是一种"工业文明"而非"生态文明"的城镇化模式.结合河南省城乡发展情况指出,新型的城镇化发展需要投入相当数量的公共财政资金建设和发展乡村,并要以城乡统筹发展的开放性思维,从要素重组和功能提升的角度,重新寻找城镇化的动力和发展路径.在将"区域"视为一种在更大尺度上协调城乡不同建设活动的背景的情况下,提出把城乡社区一起,建设成为一个可持续发展的有机整体——"区域城镇"的初步思维框架,并针对河南省不同地区的情况,提出"区域城镇"的3种表现形式.最后,对新农村建设的规划编制模式转变提出了建议.

The New Urbanization Mode of the City and Countryside under the New Rural Reconstruction of Henan Province

Learning from the new urbanization characteristics and the urban and rural development issues during 50 years after the war in the industrialized countries, this paper points out that the patterns of urbanization due to the level of the population urbanization rate. Combining with the development of urban and rural areas in Henan province, points out that the new type of urbanization should research the planning of rural reconstruction, and invest considerable amount of public finances to build and develop the rural. Rural areas of Henan must explore new development motivation and path of urbanization in the larger regional context under the the open mind of urban and rural development. Finally, this paper proposes that the rural communities and urban communities should jointly build a healthy, harmonious, civilized and sustainable organic whole ＂regional cities and towns＂. Under the requirement of linkage development of the new rural industrialization and urbanization, a new planning model of new rural construction is suggested.
