| 摘 要： | 服务型政府是现代公共管理发展新形势下的一个新理念，也是一种崭新的政府管理模式。当前我国发展进入关键时期，改革进入攻坚阶段。新形势新任务对深化行政管理体制改革提出了新要求，强化政府的公共责任对于推进服务型政府建设显得尤为重要。文章以分析服务型政府的基本内涵及特征为切入点，阐述构建服务型政府中强化公共责任的必然性并提出其实现之途径。
