将高校贫困生纳入最低生活保障制度的思考

在覆盖城乡的最低生活保障制度如火如荼地进行的同时,高校贫困生因为对其认识的片面性,及社会保障的特殊性,使这一群体处于社会最低生活保障的真空地带。为了保障高校贫困生生存的权利,有必要将高校贫困生纳入最低生活保障制度,同时应考虑高校贫困生的特点,建立适合高校贫困生的最低生活保障制度。

On establishing A Minimum Living Security System for Impoverished University Students

While the minimum living security system which covers both urban and rural areas is being carried out, impoverished university students are ignored because of the one-sided understanding of the students and the particularity of social security. In order to safeguard the impoverished university students' right to survival, it is necessary to integrate impoverished university students into the minimum living security system. Meanwhile, the establishment of a minimum living security system for impoverished university students should be considered by taking account of the characteristic of these students.
