| 摘 要： | “着重从思想上建党”是毛泽东党建学说的主要内容之一，毛泽东把它放在党的建设的首位；毛泽东提出“着重从思想上建党”反映了二十世纪中国半殖民地半封建国情及中国革命环境的历史特殊性；十六届四中全会重提从思想上建党，是考虑了当代现实国情的；为了加强党的执政能力建设，就必须完善党的建设，为此就必须面临并重新考虑从思想上建党的现实国情；市场经济、传统“官本位”意识及党的教育宣传活动不足是党的思想建设弱化的主要原因。
