科学推进新型城镇化

城镇化的内核是人的城镇化,在人口大省、农业人口大省的情况下,本质上就是大量农民进城、农业转移人口市民化的城镇化.在一个整体工业化尚处于转型发展阶段、现时城市经济社会承载力有限,农民进城纠结、彷徨,欲进不能.欲罢不休背景下推进城镇化,政府事实上面临着究竟向怎样的城市转移和怎样实现稳妥转移的严峻考量.一方面政府要积极作为,加快城镇化进程;一方面还要注重发挥市场配置资源的决定性作用,遵循客观规律,让农民进城成为一个自然而然的过程.也就是说,必须注意在当前城镇化发展热中进行冷思考的问题,以利于科学推进城镇化,走一条有自己地域特色的、实实在在的城镇化发展的路子.

Science Promoting the New Urbanization

Population urbanization is the core of urbanization,in essence,that is a large number of farmers move into the city and become citizen in the big agricultural province with large population. During the transformation development period of the whole industrialization,owing to the current limited urban economic and social carrying capacity and farmers moving into city distressed with entanglements and hesitation,the government stands the severe test on how to make the farmers achieve safe and steady transfer under the background of promoting urbanization,on one hand,the government should act actively and speed up the process of urbanization;On the other hand,it should make the market play a decisive role in resources allocation,and let farmers into the city in a natural process by following the objective laws. That is to say,we must take calm and careful consideration on the current hot urbanization development,facilitate urbanization in a steady and scientific way with local characteristics .
