清末奖励工商章程述评

甲午战争后,清政府一改传统的＂抑商＂＂困商＂,而实行鼓励兴办实业,提高商人社会地位的奖励工商政策,十年之内先后颁布修订5部奖励工商章程。奖励工商章程的颁布有利于提高商人社会地位、促进近代实业的发展,是晚清政府学习西方经济立法的成果之一。由于所拟章程严重脱离实际,缺乏吸引力,未能取得预期效果。
