中原经济区区域居民收入差距的表现、成因及缩降策略分析

进入新世纪以来,中原经济区经济社会面貌发生了翻天覆地的变化。但随着经济快速增长,区内四大区域综合经济实力差异也日益明显,产业结构、地方财力相差悬殊,区域居民收入差距逐渐拉大。不同地区居民收入差距扩大是自然、社会、政策、制度、市场及管理等多种约束因素综合作用的结果。改善和缩小区域居民收入差距,应调整指导思想,协调和选择适合本区域的经济发展战略,建立健全区域协调互动机制,创新财政预算制度,增加对边远落后地区的基础建设投入。

The Manifestation, Causes of the Income Gap in Economic Zone of Central China and an Analysis of the Decrease Strategy

In the new century,there have been tremendous changes in economy in ecnomic zone of central China.But with the fast development of economy,difference in economic capacity between the four regions within the zone grew more and more obvious.The gap has grown bigger in the structure make-up,local financial capacity,and citizens＇ income gap has been increasing.The income gap between citizens in different regions are the result of compound action of many constraint factors such as nature,society,policy,regulation,market and management.To improve and lessen the income gap between local citizens,guiding ideology should be readjusted,proper development strategy fitting the economic zone should be chosen and in harmony;Regional cooperation system should be established and improved;New financial budget system should be created and more investment should be put in infrastructure in remote and backward areas.
