摘    要:职称制度是科技人力资源开发管理的根本制度。我国科技人力资源开发管理制度存在着建设目标定位不够准确和单一化问题,因此必须根据其建设的内在要求,对其准确定位,同时严格遵循科技人力资源客观上需要“分类分层次可持续开发”方可求得其投资收益和开发使用效益最大化的这一根本规律,着实构建起“三位一体”的新型科技人力资源开发管理制度,确保我国科技人力资源开发与管理工作沿着正确的方向发展。

Abstract:The technical title system is the fundamental one in human resource development.There has been an obvious problem of the inaccuracy and individualization in the target setting of our country's sci-tech human resource development and management.Therefore we should solve such problems as the target orientation on the basis of the construction requirement.We should as well construct a system with accordance to the new human resource system of trinity,to conform to the objective requirement of administrative level and durability,to ensure its correct course for the management.
