| 摘 要： | 洞庭湖区水生态环境目前仍存在一些明显的问题。洞庭湖区水生态环境保育战略包括战略思想、战略原则与战略措施。洞庭湖区水生态环境保育应遵循协调发展、和谐共赢,分区控制、分类指导,因地制宜、符合实际,统筹兼顾、纵横衔接,注重前瞻性与可操作性,保障重点、注重实施等原则;应从水生态环境修复、水生态环境保育的经济发展、水生态环境保育的管理等方面进行系统的战略实施。

| Abstract: | There are some obvious water ecological problems in the Dongting Lake Area.Water ecological conservation strategy for the Dongting Lake Area consists of strategic thought,strategic principle and strategic measures.Water ecological conservation must abide by the following principles: coordinated and harmonious development,zone control and guide,adjusting measures to local conditions,making overall plan and taking all factors into consideration,perspectiveness and maneuverability,ensuring the important projects and paying great attention to implementation.The strategy must be implemented systematically from water ecological rehabilitation,economic development of water economical conservation and management of water ecological conservation. |
