网络问政发展的现实困境与解决路径

网络问政以一种全新的方式来解读公民的知情权和监督权,使得政府与民众的信息交流更加透明顺畅,从而最大限度地保障了公民的知情权和监督权。网络问政是信息社会的一种新生事物,对于我国行政管理改革具有重要的意义。虽然网络问政在我国政府管理工作中已经开始运用,但是其发展还存在一些现实困境,如网络法律缺失,问政缺乏保障;网络监督缺位,问政信息不安全;网络社会虚拟,问政者身份识别缺失;网络舆情泛滥,问政信息真假难辨等。我们必须找出相应的解决路径,从而提升政府的民主决策能力。

Realistic Dilemma and Solutions of Network Governance

Network governance is a new way to interpret citizens＇ right to know and the right of supervision and it makes information exchange more transparent and smooth between government and public, thus maximize the protection of citizens＇ right to know and the right of supervision. Network governance is a new thing in the information society and it is of great significance to the administrative management reform in China. Although network governance has been applied in Chinese government management, there are some difficulties in its development, such as the absence of network law, insecurity of governance information, etc. This paper also provides some solutions concerning these problems in order to enhance the democratic decision - making ability of government.
