| 摘 要： | 国际工程作为一种跨国的经济活动,一般主要采用招投标方式进行工程施工的承发包,通过公开竞争招标来优选承包商.久而久之,国际上就形成了一套国际性惯例的招标程序,要求进行承包活动的双方按照该套招标程序进行承发包,以此达到承包方和发包方条件与要求的优化.

| Abstract: | As a multinational economic activity, the construction contract of international engineering is typically made in the form of bidding for openly selecting the best competent contractor. In due course of time, a routine procedure of bid is evolved, which requires both the client and general contractor to comply with the construction contract so that the conditions and requirements of both sides can be optimized. |
