This paper analyzes the lack of people's consciousness about intellectual property,expounds on the feasibility and importance of constructing the knowledge-based system of intellectual property and the intellectual property subject,and suggests that the higher education way of intellectual property should be taken through strengthening the construction of the intellectual property subject so as to raise people's consciousness,train specialized personnel and ensure the implementation of national intellectual property tactics.
