| Abstract: | The theory of rule by law in the West has experienced three stages,which are "rule by good law","formal rule by law" and "substantive rule by law",each of them having its own strengths and shortcomings.The construction of rule of law in China should choose the path of substantive rule of law,but to impel its advance,a series of formal law systems also need consummating. |
