| 摘 要： | 在中国对交叉补贴问题一直存在很大的争论,而争论的主要焦点是交叉补贴到底是否有效.为评价交叉补贴在我国的效果,建立了交叉补贴评价模型,并利用2004年对用户的调查数据进行了实证分析,评价了中国电信普遍服务实施效果.评价结果表明,中国长途电话费补贴本地电话费、东部地区补贴中西部地区的政策取得了良好的效果,而城市补贴农村的政策并没有取得太好的效果.

| Abstract: | The cross subsidy policy is the main telecommunications policy for universal service in China,which is in dispute.We formulized a model to evaluate the effect of cross subsidies.Then some investigating data was used to analyze the impact of telecom cross subsidies.We conclude that in China subsidies from long distance call to local call and from the eastern China to the middle and the western are successful.However,the subsidies from urban to rural have not worked at all. |
