| 摘 要： | 结合工作实践，就工程招标过程中招标人（业主）应着重考虑的有关问题进行了探讨，主要包括确定投标资格审核标准、工程量清单编制、确定发包形式、确定合同价格形式、确定保护性条款、确定评标办法、避免投标单位挂靠、确定招标文件中的限制性奈件等。

| Abstract: | Connecting with the working practice,this paper probes into the problems that an owner should consider in the course of submitting public bids,which mainly include the determination of the bidder's credentials standard,the compilation of the quantities bill,the determination of the contract issuing,the determination of the contract price forms,the determination of the protective items,the determination of the bid evaluation methods,the avoidance of using the name of the qualified units by the unqualified units,and determination of the restrictive items in the document of tender,etc. |
