| 摘 要： | 适逢"十二五"开局、国家层面教育、科技、人才三大中长期发展规划纲要颁布、《国务院关于进一步促进内蒙古自治区经济社会又好又快发展的若干意见》出台以及自治区"富民强区"战略向纵深推进的关键时期,高校科研工作在"转方式、调结构、促发展"的进程中大有可为。在解读了"十一五"时期自治区高校科研工作基础上,分析了"十二五"时期高校科研工作面临的新形势,认为:应遵循"以强化科研意识为基础、以提升科研能力为核心、以创新科研管理为抓手、以培育创新文化为支撑"的思路做好新时期高校科研工作。

| Abstract: | It is recognized that university research contributes significantly to an efficient economic and social development in Inner Mongolia,especially since China′s 12th Five-year Plan being launched in 2011.This paper,based upon summarizing university research progresses and outcomes in Inner Mongolia from 2006 to 2010,discusses the opportunities and challenges facing university research,arguing that enthusiasm creation,capacity building,management innovation and culture development are the four drives to improve further university research in Inner Mongolia. |
