| 摘 要： | 教育公平对高等教育资源配置从供给、分配、使用及产出等方面都提出了要求。研究政府在高等教育资源中的配置作用，对于促进高等教育公平具有十分重要的意义。根据公共产品理论、利益获得原则等理论以及世界各国的实践经验，政府应该在高等教育资源配置公平中起主导作用。具体的策略是明确政府高等教育投资的主体地位，发挥政府高等教育资源配置的调控功能，突出政府高等教育资源配置的监督责任，并处理好政府与市场的关系。

| Abstract: | Wooden Fish Songs is the best novel that Ruthanne Lum McCun writes. Through this novel, I find that historical and cultural violence have a deep effect on Chinese American like Lue Gim Gong. Under the violence, they lost the caring from family, society and person which lead their losing words and go to the edge life. |
