| 摘 要： | 通过分析中国社会利益结构、利益关系的发展变化,认为在当前构建社会主义和谐社会新的历史时期,必须加强制度建设,才能实现利益关系和谐,同时还要调整政策措施,这样也才有可能实现利益大体均衡。
