中美公共危机管理体制的异同及其启示

中国是一个发展中国家,正处于社会转型和经济转轨期。近些年来,"非典"事件、汶川大地震、2008年大雪灾、"瓮安"事件等重大公共危机事件造成很大的经济损失和一定程度上社会秩序的混乱。现实迫使我国进入了一个危机管理的时代。美国开展公共危机管理的理论研究比较早,在较为丰富和先进的理论指导下,美国在危机管理实践中也走在世界各国的前列,国家危机管理制度较为健全,对我国有着很好的借鉴意义。

In recent years, me acclaents of ＂SARS＂, Wenchuan earthquake, 2008 the big snow, Weng＇an incident, and other major public crises brought about great economic loss, and to a certain extent, social chaos. This situation gave rise to a crisis management time to our country. America is early in carrying out public crisis management theory research. Directed with the relatively rich and advanced theories, the United States leads the world in the crisis management, and its national crisis management system is well-developed, which is of valuable reference to our country.
