| Abstract: | The construction of ＂two-oriented society＂ is a fundamental shift of the economic development and practical application of the scientific development concept. It is a huge system. The behavior target of pursuing the short-term benefits maximum will inevitably affect the progress and speed of the construction of ＂two-oriented society＂. The government should choose the corresponding policy to guide and standardize it. |
