县域土地利用总体规划与耕地保护研究——以江阴市为例

在我国的新一轮土地利用总体规划编制中，耕地保护是规划的基本目标和重要指导思想．以经济发达、人地矛盾突出的江阴市为例，对县域土地利用总体规划与耕地保护的关系作了初步研究．作者认为：县域土地利用总体规划对县域耕地保护的影响主要体现在该规划的科学编制、土地用途管制、耕地总量动态平衡和规划的动态实施过程中：规划要在“切实保护耕地”思想的指导下调整县域土地利用结构，以“占补挂钩”思路进行土地整理与土地复垦开发，保证县域耕地总量动态平衡有余；要在划分土地利用分区的基础上对土地利用实行用途管制，并建立土地利用总体规划管理信息系统，以利规划的动态实施，促进县域土地利用乃至县域社会、经济、环境的可持续发展

LAND USE PLANNING AND PLOWLAND PROTECTION IN COUNTY A case study of Jiangyin County

In the latest process of Land use Planning in China,Plowland Protection is the main aim and the important direction.Based on the case study of Jiangyin County where its economy is flourishing and the contradiction between man and nature is protrusive,this paper principally investigates the relation between Land use Planning and Plowland Proctection in a county.In the author's opinion,the influence of Land use Planning on Plowland Protection is mainly embodied in the process of making a scientific plan,dominating the land use,Dynamically balancing the plowland gross and carrying out the plan .It is necessary to regulate the structure of land use by the instruction of Plowland Protection theory and execute the plan of land arranging,land reclaiming and land exploiting by the clue of connecting land occupying and land supplementing in order to guarantee the plowland gross balance in the county.The equal important things are to dominate the land use on the basis of diving subareas of land use and set up Land use Management Information System in order to execute the plan and further the sustainable development of the land use,society,economy and environment in the county. Materially,County Land Use Planning analyses,studies and regulates the land use structure,depth and elasticity of fringe area in the county.It mainly removes three barriers concerning land resources in County Land Use and plowland protection regulation of County Land Use structure,dynamic balane of county plowland gross,trimming,recultivation and exploitation of county land. The dynamic balance of county plowland gross is the kernel content of County Land Use Planning,playing a key role in the process of county plowland protection.Trimming,recultivation and exploitation of land are the effective routes to realize the dynamic balance of county plowland gross.The dynamic balance of county plowland gross does not mean that the inhibition of engrossing plowland is absolute;contrarily,it permits a restricted engrossing.By these ways,County Land Use Planning achieves a status part regulation,whole balance. Land Use Planning Management Information System of Jiangyin County is a LAN system based on C/S (Client/Server),directly serving decision makers and daily managers of County Land Use Planning.According to the difference of service objects,this system is divided into two subsystems plowland protection subsystem and planning management subsystem.These two subsystems can function independently.At the same time,they relate to each other by LAN,cosharing background database of net.
