战略性新兴产业创新驱动发展的关键要素研究

随着我国经济发展阶段不断深化和经济发展水平不断提高,依靠创新促进传统经济向创新驱动发展模式的转变,既是经济发展的内在要求,也是经济发展的必然趋势。本文从创新驱动的视角,对北京市生物医药产业10年来发展历程进行研究,结合生物医药产业的特点,分析了战略性新兴产业创新驱动发展过程中的4个关键要素：市场需求、创新投入、创新效率和创新质量。其中,市场需求是导向,创新投入是条件,创新效率是关键,创新质量是验证。在此基础上,提出了我国战略性新兴产业创新驱动发展的3点建议：第一,进一步深化科技体制改革,促进企业尽早成为技术创新主体;第二,进一步转变政府工作方式,促进战略性新兴产业创新链的形成;第三,尊重市场选择同时加强政府引导,形成优势产业集群的区域集中分层发展。

A Study on the Key Factors of Innovation-driven Development for Strategic Emerging Industries

With the deepening of China＇s economic development stage and the improvement of economic development level, rely on innovation to promote traditional economy to innovation-driven development mode, is not only the inherent requirement, but also the inevitable trend of economic development. In this paper, from the angle of innovation-driven, we study the biological medicine industry in Beijing for ten years, combining with the characteristics in the field of biological medicine industry, four key factors of innovation-driven development, namely market demand, innovation input, innovation efficiency and innovation quality have been summed up. Among them, the market demand is the guide, innovation input is a necessary condition, innovation efficiency is the key, and innovation quality is the validation. On this basis, we provide three policy advices for the healthy innovation-driven development of strategic emerging industries in China. First, to further deepen the reform of the science and technology system, promote enterprise become the technology innovation subject as soon as possible; Second, change of the mode of government work and promote the formation of innovation chain of strategic emerging industries; Third, respect the market selection, and strengthen government guidance at the same time, form the regional centralized hierarchical development advantage of industrial cluster.
