辽宁创新型企业发展现状及对策研究

创新型企业是伴随着西方进入后工业化社会和全球经济进入“新经济”时代而出现的企业形态，全力推进创新型企业发展是建设创新型辽宁的基础工程。从全国层面看，创新型企业试点工作进入实质性阶段，科技创新对地区经济发展的驱动性与带动力开始显现。2005年以前，辽宁创新型企业建设与发展某种程度上处于自由状态。2005年以后，辽宁创新型企业发展大致可分为初始发展、拓展发展和全面发展三个阶段。从企业技术创新依存度指数来看，辽宁的创新型企业的发展情况并不乐观。企业整体排名偏后，企业的技术指数普遍偏低。辽宁省创新型企业依然存在创新型企业数量太少、研发投入不足、创新型企业经验推广不足等诸多问题。这些问题在一定程度上与政府、政策在某些方面的不足相关。针对这些问题，本文提出实施创新型企业院线提升计划等6方面加快辽宁创新型企业发展的对策建议。

Research on Current Situation and Counter Measures of Liaoning Innovative Enterprises

Innovative enterprise is accompanied by the West into a post industrial society and the global economy into the era of ＂new economy＂ .The development of innovative enterprise is a basic project of building an innovative Liaoning. From the national level, the pilot work of innovative enterprise entered a substantive stage, the drives and powers of science and technology on the development of regional economy have appeared. Before 2005, the development of innovative enterprises in Liaoning was in a free stage. After 2005, the development of innovative enterprises in Liaoning can be divided into three stages. Dependence degree index from the technological innovation of enterprises, the development of innovative enterprises in Liaoning is not optimistic. The whole enterprise has ranked side, technical index of enterprises are low. There are some problems in the development of Liaoning innovative enterprise, such as the quantity of innovative enterprises is too small, inadequate investment in R＆D, and so on. With a certain extent, these problems are related to some aspects of government policies aiming at these problems, this paper puts forward six countermeasures and suggestions to speed up the development of innovative enterprises in Liaoning.
