It served the Japanese imperialistic and colonial policy. The development of its policy has the following features: Superficially, the emigration policy was made by colonial ministry, the Northeast Army and Koto Croup jointly, but in fact, it was the Army Headquarters and its proxy in Northeast China Northeast Army that played a leading role all the time. The development of the emigration policy was simultaneously carried out with the shaping of Japan's Fascist system and the expasion process of the aggressive war.
