The public library which is an important part of China’s public cultural system construction,is an important basis for guaranteeing the cultural rights and interests of citizens. This paper expounds the important position of the public library, introduces the definition, distribution pattern and development status of public library service system, and probes into some problems and loopholes existing in the construction of public library service system.
