| 摘 要： | 英国城市学院能够跻身世界名校行列充分证明了地方院校是可以办成世界级名校的．英国城市学院初创时期的办学经验主要是：立足为地方服务，但并不仅限于为地方服务；在强调科学与技术学科的同时重视人文学科的建设；应当建立筹措经费的多元渠道和重视科学研究． |

| Abstract: | The successful examples of British civic colleges have showed us the fact that provincial colleges could become world-class universities. The experiences which the British civic colleges gained for us are ： provincial college should serve the whole country while serve the local areas, should pay much attention to the building of the subjects of liberal arts while stressing the building the subjects of sciences and technology, should establish multiple channels to raise funds and should stress the research work. |
