德治就是通过道德教化使国人对某些思想理念、行为规范采取认同态度，产生自觉心理，从而形成凝聚力，以达到稳定社会、保证社会正常运转的目的。德治的时代意义是：德治是市场经济发展与解决社会现实问题的迫切要求，是重铸民族精神，加强社会主义精神文明建设的客观需要，是构建社会主义新思想道德体系的核心和基础。德治是一项复杂的系统工程，它一方面强调“官德”和“民德”建设相结合，另一方面强调德治和法治相统一。
