蒙医药文化旅游建设项目绩效评价体系研究

政府投资项目绩效评价工作是当前政府部门关注的重点，其相关理论已比较完善，但在蒙医药文化旅游建设项目方面尚未建立一套完整可行的绩效评价体系。根据相关政策文件和蒙医药文化建设项目的特性，从项目决策、过程管理、项目绩效3个维度确定评价指标，构成绩效评价体系。考虑到主客观因素影响，采用层次分析法和熵权法综合为评价指标赋权。以满巴拉僧庙蒙医药文化旅游建设项目作为实例，证明上述体系合理可行。

Research on Performance Evaluation System of Mongolian Medicine Culture Tourism Construction Project

The performance evaluation of government-invested projects is the focus of current government departments, and its relevant theories have been relatively perfect, but in Mongolian medicine and culture tourism projects had not yet been possible to establish a complete performance evaluation system. According to the relevant policy documents and the characteristics of the Mongolian medical culture construction project, the evaluation indicators are determined from the three dimensions of project decision-making, process management and project performance, constitute a performance evaluation system. Taking into account the influence of subjective and objective factors, the analytic hierarchy process and the entropy weight method are combined to empower the evaluation indicators. Taking the Manbala Temple Mongolian Medicine Culture Tourism Construction Project as an example, the above system is proved to be reasonable and feasible.
