对开拓当前农村市场问题的思考

近年来 ,我国农村发展的宏观环境日渐宽松 ,市场供应也得到进一步改善。同时 ,农村居民收入有了不同程度的增加 ,购买力进一步增强 ,农民现代消费意识日益浓厚 ,消费需求不断上升。然而 ,农村市场存在的制度性制约因素、农业剩余索取权多元化、城市化滞后等诸多矛盾阻碍了我国农业向更深层次的发展和农村居民收入更进一步的提高。因而改革土地制度、户籍制度、税费制度以及加强农村基础设施建设、促进农业产业化和农村城市化 ,是增加农民收入 ,开拓农村市场的根本途径。

Reflections on the Development of the Present Rural Markets

In the past few years,the macro-environment for agricultural development has been getting more favorable and the market supply has also been steadily improving in China.The income of the rural residents has simultaneously increased to varying degrees,with their purchasing power further increasing.Moreover,the farmers'consumption consciousness has been constantly heightened and their consumption demand continuously expanded.However,a number of problems,like the restraints of institution existing in the rural markets,the diversification of agricultural surplus exaction right and the delayed urbanization,have prevented China's agriculture from growing to a higher level and consequently hindered the income increase of the rural residents.The fundamental approach to exploiting the rural markets is to reform the land administration household registration system and tax and change system,reinforce the building of rural projects for basic facilities,raise the farmers'educational level,and speed up agricultural industrialization and urbanization of the rural regions.
