“代建制”项目风险防范措施研究

工程项目代建实施的整个过程存在着大量的各种各样的风险，而“代建制”作为一项新生事物才刚刚开始，所积累的代建经验不足，相关理论的研究还不够深入。为此，本文在对“代建制”相关理论研究的同时，结合我国目前“代建制”运行的实际，在总结项目代建实践经验的基础上，进一步阐述了“代建制”及项目代建风险的概念，从完善法律制度、提高风险管理意识、培养综合型高素质代建队伍、建立专门风险管理机构、建立工程担保与保险等相关配套机制等方面提出了具有普遍指导意义的项目代建风险的防范措施，为更好地开展项目代建管理工作积累了宝贵的经验。
