| 摘 要： | 主要研究了流域初始水权配置问题.现行关于流域初始水权配置的研究有两点不足,即没有界定水权的优先权和采用比例型水权进行配置.在克服以上两点不足的基础上,采用了分部定量的配置法,依靠优先权来解决可分配水量的不确定性,以减轻配置方案的变动,降低配置难度.论文构建了流域初始水权配置的指标体系,并建立了流域初始水权配置的模糊层次模型,将模糊一致矩阵引入层次分析法中,无需进行一致性检验,并以黄河流域为例,验证了该模型的合理可行性.
