| 摘 要： | 科学发展观是对可持续发展的新概括新发展,贯彻和落实科学发展观是构建社会主义和谐社会的必然途径。我们要把这种理念切实贯彻于制度建设中,具体到我国环境标准制度建设,就是要用科学发展观来指导环境标准的创新。
