| 摘 要： | 对创新系统所在区域内的各种环境因素进行综合的分析和评价是完全必要的,是研究区域创新系统风险的不可缺少的部分。根据区域创新系统环境风险的种类,首先,分别对政策法规、社会政治、金融、经济、人力资源和基础设施等方面的风险因素进行分析,明确其危害性。其次,采用多层次模糊综合评价法对区域创新系统的环境风险进行评估,在环境风险的刻画与描述上采用自然语言来表达,通过运用模糊集合中隶属度和隶属度函数的理论,对环境风险中多因素的制约关系进行数学抽象,构建一个反映其本质特征的和动态过程的数学评价模式,从而使创新主体和政策制定者能及时评价系统的环境风险,采取适当的规避措施,与环境相适应。
