| 摘 要： | 边疆民族地区以建设“资源节约型、环境友好型社会”为目标，紧紧围绕低碳经济可持续发展这条主线，以优化能源结构、提高能源利用效率、降低碳排放强度为核心，以转变生产和生活方式为基础，以技术创新和制度创新为动力，从生产、消费和制度建设三个层面推进低碳经济可持续发展，形成节约资源和保护生态环境的产业结构、增长方式和消费模式，抓好低碳经济可持续发展建设，走边疆民族地区低碳经济可持续发展路子。

| Abstract: | The development in the frontier areas of ethnic groups is to aim at ＂a resource - saving and envi- ronment- friendly society and focus on sustainable development and low carbon economy through optimizing the energy structure, improving energy efficiency and reducing carbon emission on the basis of changing the form of development and life. The sustainable development is to be promoted through the construction of pol- icy, producing and consuming so that the mode of saving energy and protecting environment can be estab-lished, thus a sustainable way for economy development can be founded. |
