| 摘 要： | 基层领导干部既是法治建设的主体，又是法治的客体，只有具备法治思维和运用法治方式参与社会治理的能力，才能依法履职、依法决策，维护改革、发展与稳定的大局。结合“法治曲靖”创建活动，从实践的维度分析当前基层领导干部法治思维的现状，剖析制约法治思维的原因，探索了确立基层领导干部法治思维的有效途径。

| Abstract: | The leading cadres at basic levels who can only manage, make decision by law and maintain refor- ming, development, and stability if they have the law thinking and participate in social management in legal way are both subjects and objects for law construction. The effective approaches to establishing leading ca- dre＇ s law thinking at basic levels are studied on the basis of the analysis of the current situation of leading cadre＇ s law thinking and the factors limiting the law thinking in the activity of ＂operating Qujing by law＂. |
