合肥市"城中村"和谐治理改造的策略

文章研究了"城中村"的一般特点,"城中村"的发展具有明显的阶段性。如果能在其发展的早期对它进行政策上的管理和引导,将大大降低"城中村"改造的难度和成本。以合肥市为例,从统筹规划、管理体制、集体资产的处理、利益分配机制和组织宣传工作等方面阐述了早期"城中村"治理改造中的对策,试图为中等发达城市的"城中村"和谐改造提供参考和借鉴。

Measures for harmonious remodeling of the"village-in-city"in Hefei

The common characters of the "village-in-city" are studied,and it is pointed out that the "village-in-city" has obviously different stages in its developmental phases.If it can be managed and directed in view of policies in its early stage,the cost and difficulty of the remodeling will decrease greatly.The remodeling scheme of the "village-in-city"in Hefei is taken as an example,and different measures for remodeling the "village-in-city" in its early stage are described,including planning as a whole,the management system,the disposal of the collective assets,the mechanism of the benefit distribution and the work of organization and publicity.This study offers a reference for harmonious remodeling of the"village-in-city"in some other moderately developed cities in China.
