| 摘 要： | 近年来,尤其是1999年高校扩招以来,高校改革取得了很大成绩,但在改革中也发生了许多违纪违法案件。其特点是:大案要案居高不下,违纪违法案件呈上升态势,一些重要岗位和关键环节案件频发;带有教育行业特点的违纪违法案件占有相当的比例;违纪违法案件造成社会影响恶劣。主要原因是多方面的,有主观原因,也有客观原因。应采取防范对策有:要加强廉政教育,提高拒腐防变能力;要完善并执行"三重一大"制度,提高制度反腐败工作力度;要增强高校党风廉政建设的教育针对性和有效性;要加强高校工程建设和大宗物资的采购监管;要健全高校财务管理特别是科研经费管理制度;要整合高校内部监督力量;要完善高校选人用人机制;要加大查办案件工作力度,严肃惩处违纪违法行为。
