《著作权集体管理条例》对图书馆使用著作权的经济意义分析

通过对《著作权集体管理条例》中的有关规定与著作权集体管理组织若干功能的分析，认为采用著作权集体管理授权模式使用著作权将大大降低图书馆支出的著作权使用费，使图书馆避免侵权而承担赔偿责任，以获得更加实际的经济收入，从而提高图书馆运作的经济效益和社会效益。

Analysis on the Economical Significance of < the Regulations of Collective Management for the Copyright> on the Use of the Copyright by the Library

Through analyzing on the relative items in and some functions of the organization for the collective management of the copyright,this paper holds that the copyright use under the mode of collective management, which will reduce greatly the copyright use expenditure, can make the library avoid from honoring its tort liability, and make the library gain more actual economic income, and increase the economic benefit and social benefit of library's operation.
