智慧城市研究--以合肥为例

随着城市发展问题越来越突出，智慧城市建设越来越受到各国青睐，国内外也涌现了一批智慧城市建设的典型。合肥作为中部崛起的中坚城市，较深厚的科技创新能力和潜力，较发达的电子信息产业，较成熟的天网工程和数字城管都将助其智慧城市建设。目前比较成熟的四种智慧城市建设模式，分别是政府投资建设模式、政府投资委托运营商建设模式、政府运营商合作建设模式和运营商独立投资建设模式，通过比较分析可以得出，“政策＋技术”的将是合肥智慧城市建设的可行路径选择。

On Construction of Smart City：A Case Study of Hefei

With more and more problems emerged in the urbanization, more and more countries started to build up smart cities. In China, there are some good examples of smart city construction. Hefei city, located in the central part of China, with profound technological innovation capability and potential, advanced development of electronic information industry, mature Skynet engineering and digital urban management, will boost her smart city construction. There are 4 successful construction modes now. Firstly, the government invests and builds up a smart city; secondly, the government invests and entrust the operator to build up a smart city; thirdly, the government and operator cooperate each other in investment and construction; fourthly, the operator invests and builds up a smart city. By comparing the 4 modes above, “policy ＋ technology” shall be the feasible path to build a smart city for Hefei.
