| Abstract: | In recent peace time that the international environment is relatively stable, we must promote the combination of peacetime use and wartime use of entirety of civilian defense, accelerate the construction of "integration of peacetime use and wartime use ", strengthen the potentiality of civilian defense and perfect the social guaranteeing mechanism. And the civilian defense should play its role in the peace time. |
