在经济快速发展、高等教育大众化和国际化的今天,高等教育必须以科学发展观为指导,走科学化改革发展之路。第一,高等教育主体的理念要科学。第二,高等教育的人才培养模式和学科结构要科学。第三,高等教育的教学管理体系要科学。第四,高等教育体制机制要科学。第五,加强高等学校学报的科学化管理,进一步促进学报的发展。

Fourthly, its systems and mechanisms should be scientific. Last but not the least, the scientific management of university journals should be enhanced to promote its further development.
