| 摘 要： | 现行的军人保险个人账户制度运行成本高昂,保障绩效低下,实质上已经造成对军人保险整体形象的贬损.取消军人保险个人账户制度,实行退役军人及随军配偶保险一次性补贴制度,是克服现行制度缺陷,提高军人保险保障效能的必然选择.文中在分析军人保险个人账户制度的由来及弊端的基础上,对退役军人及随军配偶保险一次性补贴制度的设计及新旧制度的过渡衔接进行了探讨.

| Abstract: | There are some problems in the individual accounts of military personnel insurance, such as higher operating cost and lower performance that have damaged the army men＇s whole insurance figure. It＇s necessary to carry out a lump-sum allowance for the ex-serviceman and unemployed military spouse to replace the individual accounts of military personnel insurance. On the base of analyzing the origin and problems of the individual accounts of military personnel insurance, we discuss the new system design and the transition form old system to the new one. |
