快速老龄化背景下我国体育公共服务均等化发展对策研究

采用文献资料法、数据统计法、逻辑分析法对我国在快速老龄化背景下体育公共服务均等化发展对策研究,从体育公共服务资源作为切入点,探寻老龄化背景下我国体育公共服务资源配置问题,并提出相应的建议。结果显示：我国人口老龄化速度快、高龄化快于老龄化、老年＂空巢家庭＂日益增多等现状以至于体育公共服务的发展无法满足老年人的需求,其主要原因是缺少场地器材、社会指导员不足、管理理念上存在问题和老龄产业尚未发展起来等因素。建议：树立代际公正理念实现＂建立不分年龄、人人共享的社会＂;基于健康管理理念完善老年社区体育公共服务体系;以体育院校和下岗职工为重点,扩展社会体育人力资源;以中央政府推动,加快老年人体育公共服务立法;政府放权于社会和个人,开发老龄产业,促进社会主义市场经济的发展。

Research on Developmental Strategies of Equalization in China's Sports Public Service under the Background of Population Aging Rapid

This paper researches the countermeasures for the equalization of public sport service against the back drop of fastgrowing aging population by method of docu ment consultation, logical analysis and data ＆ statistics, with the resourees of this service as the entry point. Ex plore the problems of the sports public service resource allocation under the background of population aging rapid in China and puts forward corresponding suggestions. The re- sult shows that： China＇s population aging is accelerating and the senility trend is even faster which bring about in- creasing empty-nest families. As a result, the increasing need of senior citizens can not be satisfied by the develop- ment of public sport service. The causes behind is the lack of sports courts and equipment, insufficient social instruc- tors, the premature aging industry as well as the problems with the management concepts. Suggestions are provided as the following：First, the justified concept should be es- tablished between generations so as to build a society whose resources are shared by everyone regardless of their ages. Second, the public service system of sport for the senior citizen communities should be perfected based on healthy management concepts. Third, expanding social sports human resources with emphasis on the sports colle- ges and laid-off workers. Fourth, the legislation of sport public service for senior citizens should be pushed forward and accelerated by the central government. Fifth, the gov- ernments should delegate powers to the social and individ- ual levels, develop the aging industry and speed the devel- opment of our socialist market economy.
