| 摘 要： | 美国参议院对《全面禁止核试验条约》的否决反映了新保守主义对美国军控政策的影响。这些影响主要表现在反对削减军备,以军事优势界定国家利益;轻视国际合作,主张行动自由,认为美国应在军控进程中发挥主导作用;追求绝对安全,认为美国一国的安全利益超过国际安全利益。否决《全面禁止核试验条约》对国际军控进程是一次沉重打击,使条约的生效前景更加复杂,同时也损害了美国在国际社会的影响力;从美国国内来说,安全政策更加保守化。

The Influence of Neoconservatism on American Arms Control Policy:From the Rejection of CTBT |

| Abstract: | The rejection of the "Comprehensive Test Ban Treaty" by the Senate reflected the influence of Neoconservatism on arms control policy. The theory argues that America shouldn't reduce the arms force and the arms superiority is national interest; behavior freely is more important than international cooperation; American primacy is the object and American security interest is more important than international security interest. |
