秦皇岛市畜牧产业一体化建设的战略思考

为了保持农业的可持续发展，彻底改变农村传统、低值的种植结构，增强农民的实际收入，中央提出了农业结构调整的方针。在农业结构调整的过程中，畜牧业的发展程度直接影响着国民经济的发展和人们生活水平的提高。秦皇岛市位于华北和东北两大经济区的交汇处，位于环渤海经济圈之内，也是京津经济区的重要组成部分。笔者分析了秦皇岛的自然资源条件、人力资源条件、社会服务机构、畜牧生产现状以及畜牧业的发展前景，提出了秦皇岛市的畜牧业发展规划和发展目标以及实现目标的措施。

Strengthen the Whole Construction of Husbandry Industry in Qinhuangdao

To maintain sustainable development of agriculture, thoroughly change the situation of traditional and low value planting and increase the peasants' actual income, the central government of China established a policy to adjust the agricultural structure.In the course of adjusting, the developing level of animal husbandry influence the National Economy and people's living standard directly.Qinghuangdao lies in the joint point of the North and North-East Economic Area of China,in the circle of surrounding Bohai economic area,and it also composes an important part of Beijing and Tianjin economic area.Based on the analysis of the natural resources, labor resources, organization of social service, status of animal production and the prospect of animal husbandry, the authors put forward the strategies and implementations for the husbandry development of Qinhuangdao.
