免费师范生教育政策刍议

在高校普遍实行收费制教育的今天,2007年免费师范生教育政策的出台,犹如一石激起了千层浪,短时间内即引起了包括教育界在内的社会各阶层人士的极大关注。人们关注的焦点之一是,通过“免费”的举措,是否能真正吸引有志优秀青年报考师范类院校？焦点之二是,这一政策的具体实施将有附加条件,即根据教育部颁布的《教育部直属师范大学师范生免费教育实施办法（试行）》的有关规定,凡享受免费师范生教育政策的学生,必须至少签定二年支援西部农村贫困地区教育的协议。由此这一政策出现了双重的目的指向,即它究竟是为了吸引优秀学生报考师范院校,以加强一线优秀教师的培养;还是为了扶贫帮困,援助西部贫困地区的落后教育;或者是两者兼而有之,以其达到一项政策多种功能的目标？笔者从政策分析的角度,对这一新政策的实施状况,从历史和现实的层面进行全面剖析,同时就其可能出现的问题与利弊作一深入探讨,这对于政策的完善不仅十分必要而且还具有重要的现实意义。
