| 摘 要： | 环境影响评价机制成功的关键在于评价和决策的有机结合。《中华人民共和国环境影响评价法》的实施对中国现行的规划决策管理机制提出了种种挑战。总结了规划环境影响评价的研究发展,对环境影响评价的类型进行了比较研究,对规划决策管理与环境影响评价相结合的方法经验进行了综述,并具体分析了中国现行的规划决策管理机制中导入规划环境影响评价需先行规范的五个环节。

| Abstract: | The implementation of the new Environmental Impact Assessment Act in China has been challenging its present model of decision-making for planning and management in several ways.The success of the implement is based on the appropriate EIA method and the integration degree of the processes of EIA and decision-making.In order to assist the implementation of the Act,this paper introduces the international development of EIA,concludes the experiences of how to integrate EIA into the planning and decision-making process,and analyzes five aspects to beregulated in planning and management criterions. |
