新时期高校商业贿赂及其治理对策

近年来,发生在高校的商业贿赂严重损害了高校的形象和声誉。高校商业贿赂在涉案领域、涉案人员、涉案金额、表现形式等方面有其自身的特点。究其原因,既有社会上腐败蔓延、缺乏专门的惩治商业贿赂的法律规范、高校大规模的密集性采购和大规模上马基建项目这些客观因素,也有高校干部任职期内法制观念责任意识逐渐淡漠、高校自主权扩张和内部行政权利过于集中、监督不到位这些内在因素。治理高校商业贿赂,需建立反腐倡廉长效机制,实行高校内部交流轮岗制度,完善反商业贿赂法律体系等。

In recent years,commercial bribery in colleges and universities has done a lot of harm to their image and reputation.It has its own characteristics as far as the fields,people,amount of money and forms of expression involved are concerned.There are external reasons as well as internal reasons for it.External reasons are the spreading of corruption in society,lack of special legal regulation to punish it,colleges and universities large scale centralized purchase and infrastructure construction.Internal reasons are college and university leaders＇ legal sense and sense of responsibility gradually getting weaker,colleges and universities having greater autonomy in running schools,over-centralized inner administrative authority and insufficient supervision.In order to prevent commercial bribery in colleges and universities,it is necessary to establish a long-term anti-corruption mechanism,carry out job-shifting system and perfect anti-commerial-bribery legal system.
