| 摘 要： | 公民参与是公共部门绩效评估发挥功效的基石，公民参与能够保证绩效评估方向的正确性和考核指标的合理性．能避免绩效评估实施过程的形式化，能确保绩效评估结果的有效利用；公共部门绩效评估的功效不高的关键在于公民参与程度不高，公民参与程度不高的主要症结是政府部门相关功能的缺住；改善公民参与公共部门绩效评估的模型是以政府立法保障公民参与为核心、以专家学者团队和公民建立伙伴关系为辅助、以公民社团组建为补充三点支撑起绩效评估中的公民参与。
