李鸿章与山东海防建设

光绪元年（1875），李鸿章奉命督办北洋海防，总揽了山东海防事业。作为总设计师，李鸿章逐步开展了山东海防建设，一方面购买船舰，裁减山东旧式水师；一方面营建威海、烟台和胶州湾海防，将晚清山东海防事业的发展推向了最高峰。但李鸿章的山东海防建设不可避免地具有时代的局限性。

Li Hongzhang and Shandong's coastal defense construction

In the year of 1875,Li Hongzhang was appointed to take charge of the coastal defense of Bei Yang and took on the Shan Dong's coastal defense.As the chief,he developed Shandong's coastal defense construction step by step.On one hand,he bought war ships and cut down the old-fashioned navies of Shandong.On the other hand,he built the coastal defense of Wei Hai,Yan Tai and Jiao Zhouwan.In this way,he put the cause of Shan Dong's coastal defense to the peak.But Shandong's costal defense construction inevitably had time limitation.
